The subject of the discussion covers the issues outlined at the 5th Caspian Summit, held in Aktau on August 12, 2018 and the 11th international economic forum “Caspian Dialogue - 2018”, held in Moscow in November 2018.

The discussion platform objectives: to discuss prospects for cooperation of the Caspian higher educational institutions in the area of research activities and joint development of innovative projects; development of a programme for inter-university traineeships; drawing up of proposals for the development of ecotourism, tourist activities, e-commerce and for preservation of the Caspian ecosystem and biological resources; prospects for development of the International North-South Transport Corridor under current geo-economic conditions; issues of political and economic cooperation of the Caspian states in order to establish principles of development and cooperation in the context of digital economy..

The topic of the discussion is conditioned by the legal regulation trends of the Internet space that are outlined in resonant laws, in particular: the Federal Law “On Amendments to the Federal Law “On Information, Information Technologies and Information Protection” and certain legislative acts of the Russian Federation on streamlining information exchange using information and telecommunication networks” known as the “Law on bloggers”; the Federal Law “On Amendments to the Federal Law “On Information, Information Technologies and Information Protection”, that came to be known on the Internet as “Law on the pretrial blocking of Internet resources”; the Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation on the Protection of Intellectual Rights in Information and Telecommunication Networks”, that media representatives call “Anti-piracy law” and others.

The discussion platform objective: to discuss proposals for virtual space regulation in accordance with the existing Russian legislation.

Text of the article should be typed in Microsoft Word Text Editor. The text should be in Times New Roman font with size equal to 14 pt, line spacing should be 1.5 line high, paragraph indentation – 1.25 cms, right margin – 3 cms, top, bottom and left margins – 2 cms, page numbering – consecutive with the first page.

The text can be supplemented with pictures, diagrams, tables and bibliography. Each article should include a brief abstract in Russian but not less than three lines (text should be in semi-bold typeface with size equal to 12 pt).

The first page should contain:

- Capitalized and aligned in the center article heading in Russian in semi-bold typeface with size equal to 14 pt and line spacing – to 1.5 line high. The article heading should be allocated at the top of the first page;

-  Lowercased and aligned in the center surname and initials of the author in Russian in italic typeface with size equal to 12 over one space;

- Organization name, city and country in italic typeface with size equal to 12 pt on the next line;

- Abstract (500 characters max) and list of key words in Russian (5 words max) over one space. Text size should be 12 pt.

- The following information mentioned above in English in the same order

Text of the article should be allocated over one space and justified. It is possible to use of angle quotes «___». Word-break should not be used.

Numbers of bibliographical references should be indicated in        square brackets [1]. Bibliography should be allocated at the end of the text. Numbering should be consecutive.

Bibliography or references (if the texts contains references to web resources) and references to intratextual literature sources should be allocated at the end of the text over one space. Bibliography should meet requirements of bibliographical description under GOST 7.1-2008. Intratextual literature sources should be indicated as follows [6] or [6, P. 34] in alphabetic order.

Text should not exceed 5 pages. Bibliography should contain at least 3 sources.

The article should be prepared in Microsoft Word Text Editor (version 7.0 and further), properly proofread and completed in accordance with the requirements. RTF documents shall not be accepted.
